Title: Institutional Capacity Development Officer

Reports to: Institutional Capacity Development Specialist and Regional Program Manager
Based: Dar es Salaam




Objective:
Under the technical guidance of the Institutional Capacity Development Specialist and supervision of the Regional Program Manager, the Institutional Capacity Development Officer will work with CSO's, LGAs and KVP in the implementation of the Sauti 5 year Sustainability and transitioning plan. He will ensure that all capacity development activities, with key results are contributing to the overall successful achievement and sustainability of the Sauti-Tz Program in Tanzania.
The Institutional Capacity Development Officer has the following specific Duties and Responsibilities:
The Institutional Capacity Development Officer (ICDO') at regional office is responsible for all CSO's' capacity development interventions in assigned regions. The ICDO has the following specific duties and responsibilities: Initiate strategic engagement discussions with CSO's and LGAs on Institutional Capacity development (ICD) interventions.

Conduct organizational capacity assessments for CSO's using SAUTI's assessment tools (Organization Performance Index tool and
Integrated Technical Organizational Capacity (ITOCA).
Develop Comprehensive Institutional Strengthening Plan (CISP), in conjunction with CSO's, using information from different assessments conducted, including pre-award assessments,' O'PI and ITO'CA.
Support LGAs in drafting district specific action plans to build in Sauti Sustainability Plan and MOU.
Draft assessment LGA analysis reports as per Sauti assessment reports standards.
Coordinate organizational development teams at the regional level to plan, coordinate and implement Sauti ICD interventions to CSO's and LGAs through onsite mentoring and coaching. Also ensure mentoririq and coaching visit reports are properly shared and filed.

Conduct supportive supervision visits to CSO's and LGAs to provide coaching and mentoring support to CSO's and LGAs on relevant parts of CISP and draft supervision report for each visit.
Establish strategic engagement for capacity development collaborative support with capacity development implementing partners in assigned regions.
Document organization development achievements attained by CSOs and LGAs (including success stories)
Establish dialogue with CSO's and stakeholders to maintain effective working relationships, sustain interest, and increase cooperation.

Preferred Qualifications and Experience

• Master's Degree in Sociology, Public Health, or Economic Development or equivalent experience.
• Over 4 year's relevant experience

Required Qualifications and Experience

• Bachelor's degree in Sociology, Public Health, or Economic Development or equivalent experience.
• At least 5 years relevant experience
• Experience in working with international funded projects _
• Experience in supporting local organizations and LGAs.
• Experience in capacity development and organizational development approaches
• At least 4 years of project management experience in East Africa
• Fluency in English and intermediate Kiswahili
• Willingness to move to the field if necessary and previous regional experience.
• Excellent written and oral communication skills in English.
• Willingness and ability to travel to the field up to 40% of LO'E
• Ability to work both independently as well as in a team.
• Strong interpersonal and team building skills
