Consultancy to support Gender Responsive Education Sector Plan Initiative

Background:
Undertaking a gender review of a government’s Education Sector Plan is a strategic mechanism for ensuring that a country’s education policies, processes, systems and structures are gender-responsive and seek to address and mitigate gender inequality in and through education. The findings from the gender review process can be used to inform the global and national work of governments and identify priorities for the government and development partners to focus on within education sectors. The process is emphasized in the GPE/UNESCO International Institute for Education Planning (IIEP-UNESCO) guidelines 6 on education sector analysis (ESA) and ESP preparation and appraisal. The ESA guidelines discuss analyzing gender disparities in enrollment and learning achievements, gender concerns and the social impact of education, and supply and demand issues on access and retention, among other issues.
Tanzania is currently developing Education Sector Development Plan (2017-2021) which will be followed up with development of sub sector plans. Plan International and UNICEF are working in collaboration to support MOEST to ensure that Education Sector Development Plan and Sub Sector Plans are gender responsive. Plan International has secured funding from philanthropic organisation, Dubai Cares to support this initiative.


Objective of Consultancy work
The objective of this consultancy work is to support Plan Tanzania and UNICEF with logistics and coordination of GRESP initiative. The consultant will be a key focal person for organizing Regional training that will involve delegates from Tanzania and outside Tanzania.  

Responsibilities of the Consultant:
  • Responsible for doing all project coordination in relation to the project implementation
  • Organize regional training workshop  and a lead in all logistical preparations for the regional workshop
  • Work with MOEST to ensure that all protocols are observed during invitation of delegates from other countries
  • Working in close collaboration with various stakeholders such as Development Partners, MEOST, CSO in implementing GRESP initiatives
  • Coordinating with relevant Government and non-government, Development Partners to ensure that meetings are convened as expected
  • Provide logistical support to the meetings and workshops
  • Prepare minutes of meetings for the various meetings that will be conducted
  • Ensure the timely preparation of all necessary logistical arrangements in relation to Regional training workshop
  • Draft correspondence and follow up with different authorities and entities such as Ministry of Education, Science and Technology, CSOs and Development Partners.
  • Be a focal person for clarifying any issues raised by delegates during preparations of regional workshop

Desired Background experience:

Education:
Bachelor degree in Social studies, Business Administration or any related field

Knowledge, Experience and Competencies:
  • Minimum of 5 years of previous experience in  project coordination  and project administration
  • Experience in working with Government structures and system especially Ministry of Education Science and Technology
  • Strong organizational skills
  • Previous experience planning and organizing high-level events
  •  Computer literacy - Word, Excel, Power-point
  • Previous experience in working with CSOs and Development Partners is an advantage
  • Good writing and communication skills
  •  Fluency in English and Kiswahili  languages is required
  • Good interpersonal skills and team player
  • Highly motivated, flexible and capable of working under pressure;
